Transnational Cooperation – Interreg B
European Territorial Cooperation (ETC), better known as Interreg, supports cooperation between a wide range of actors across borders. In addition to cross-border cooperation (Interreg A) and interregional cooperation (Interreg C), the field of action ‘Interreg B – Transnational Cooperation’ supports projects involving smaller and larger consortia in transnational cooperation areas and macro-regions. The States of Berlin and Brandenburg are involved in two transnational programmes, Baltic Sea Region and Central Europe.
In Interreg B projects, national, regional and municipal administrations and authorities work together across sectors with research, business and civil society to test and further develop solutions and strategies to overcome territorial challenges, implement these in practice and disseminate them through platforms and networks.
The funds for European Territorial Cooperation come from the European Regional Development Fund (ERDF).
Basis for collaboration are cooperation programmes, which are created by the participating Member States and programme authorities for one funding period each and approved by the European Commission. A managing authority and a joint secretariat are established for each programme. They are responsible for programme management and the processing and approval of funding applications.
In Germany, National Contact Points additionally serve as initial points of contact and advice centres for those interested in projects.
Transnational and national monitoring bodies and committees oversee the implementation and progress of the respective programme. The Joint Spatial Planning Department Berlin-Brandenburg represents the Federal States of Berlin and Brandenburg in the national monitoring committees. It is also involved in the current Interreg B projects H2CE (as lead partner) and MECOG-CE (as project partner) in the Central Europe Programme.
Funding Period 2021-2027
In the 2021-2027 funding period, the priorities and specific objectives of the programmes are geared towards the topics of innovation, climate, energy and the environment as well as transport and mobility. In addition, Interreg-specific objectives can be used to address overarching issues of territorial development such as governance, participation and involvement, cooperation in functional areas and integrated regional development.

Federal Programme Transnational Cooperation
In the Federal Transnational Cooperation programme, the Federal Ministry of Housing, Urban Development and Building (BMWSB) supports German Interreg B actors with funding for project development and application, for the necessary provision of co-financing and for docking projects.
Funding Period 2014-2020
In the last funding period, 46 actors from the capital region were represented in a total of 53 transnational Interreg projects. They received funding totalling around €14 million from the ERDF. In addition to the substantive solutions developed and the financial support, the added value for the capital region and also for Europe comes from the experience gained, the networks and platforms created, which are publicly accessible and thus make the results of the projects available for use far beyond the participants.
